Still frozen in bank accounts, the money cannot be unfrozen without the permission of the Office of Financial Sanctions Enforcement.
It is reported that the British side hopes to re-establish an independent foundation and listen to the opinions of various humanitarian experts, but the British government is not directly involved.
The foundation will receive and distribute funds, which will be used directly for “humanitarian purposes in Ukraine.”
After the foundation is legally and physically operational, a specific allocation or funding bidding strategy will be adopted and the relevant beneficiary must submit a license application to obtain funds.
The government will approve all applications based on a risk assessment, and they must be satisfied that the Foundation is not a means of circumventing sanctions.
It is expected that the final unfreezing of Chelsea’s sale funds will be completed in the first and second quarters (April to June) of 2023.
